Steiner Ranch and Four Points: What the 2026 County Wildfire Plan Says About Your Area
Travis County's 2026 wildfire plan scores Steiner Ranch and its neighbors as Moderate hazard, and the field assessments found defensible space gaps almost everywhere. Here is what those numbers mean, how the 2011 fire still shapes them, and what the plan admits it cannot yet track.
Steiner Ranch does not need to be told that wildfire is possible. On September 4, 2011, over Labor Day weekend, fire moved into the subdivision and destroyed 23 homes, damaged dozens more, and burned roughly 162 acres inside the community. About a thousand residents evacuated, and fire officials later reported that the evacuation took as long as seven hours to complete.
What is worth revisiting fifteen years on is not the memory. It is what the county's new planning work says about the area now, because the 2026 City of Austin and Travis County Community Wildfire Protection Plan puts numbers on this part of the county that most residents have never seen.
How 2011 actually reached the houses
Two details from the Travis County Fire Marshal's investigation are worth holding onto, because both of them turn out to be the general lesson rather than a local curiosity.
The fire started on an undeveloped lot. Investigators concluded it was ignited when high winds caused electrical lines to slap together, dropping molten metal onto dry grass below.
And then it did not walk into the neighborhood. It was carried by embers across RM 620, landing in dry vegetation on the other side and moving into the subdivision from there.
That is the mechanism the county's 2026 plan now emphasizes throughout. Embers are described as the most common cause of structure ignition, and they can travel one to two miles ahead of a fire front. A road, a greenbelt, or a firebreak stops a flame front. It does not stop what the wind is throwing over the top of it.
Where the plan places Steiner Ranch
The CWPP includes field assessments carried out in April 2026 using a modified NFPA 1144 methodology, the standard for reducing structure ignition hazards. Rather than scoring by zip code, it scores by subfireshed, which is a fire management boundary.
Steiner Ranch sits in subfireshed 73870, scored Moderate at 61%. The same subfireshed covers North Shore Acres, Volente, Mansfield Dam, and Hippie Hollow.
The four hazard bands, each spanning 18.75 percentage points:

At 61%, Steiner Ranch is Moderate, and it is Moderate near the top of the band. The threshold into Significant is 62.5%. For context, the only areas in the county that scored Significant are further out along the northwestern fringe: Lago Vista and the north shore of Lake Travis at 64%, Jonestown at 66%, and the Nameless Road area near the Williamson County line at 68%.
So the honest reading is: not the highest hazard in Travis County, close to the line, and grouped with the lake communities rather than with central Austin.
The finding that applies to almost everyone
Here is the part of the plan that deserves the most attention, and it is not about Steiner Ranch specifically.
Across the field assessments, the plan's synthesis of recurring themes reports that defensible space gaps were rated Severe in nearly every subfireshed assessed, alongside limited ingress and egress, combustible building materials such as decks and fencing and siding, and dense Ashe juniper and hazardous fuel accumulation.
Severe is the top band. Nearly every area. That is a countywide statement about the distance between what the standard asks for and what is actually on the ground around people's houses.
It is also, usefully, a statement about something homeowners control. The scoring form the assessors used weights 22 variables, and two carry the maximum 25 points each:
- Roof assembly. A Class A roof in good condition scores 0. An unrated roof in poor condition scores the full 25.
- Defensible space. More than 100 feet scores 1. Less than 30 feet around the structure scores the full 25.
Vegetation type, slope, siding, decks, setback, road access and utility placement all score lower. The roof and the first hundred feet dominate.
About the second way out
Steiner Ranch's access problem was the defining feature of 2011, and it has since been addressed. Travis County commissioners approved Emergency Evacuation Route B in 2019, construction began in February 2023, and the route opened with a ribbon-cutting in July 2024. It connects Flat Top Ranch Road to Montview Drive.
One detail matters more than the existence of the road: it is gated, and it opens only in an actual emergency. It is not a route anyone can drive on an ordinary Tuesday to see where it goes.
That is a reasonable design decision and it creates a practical problem. A second way out that residents have never physically driven is a second way out that people may not use under pressure, at night, with smoke and a queue of traffic. Knowing where it starts, which streets feed it, and how to reach it from your own driveway is worth ten minutes with a map even though you cannot drive it today.

What the plan admits it cannot do
Two limits, stated by the plan about itself, and both of them are the reason neighborhood-level work still falls to residents.
The county's risk model is not about your house. The Quantitative Wildfire Risk Assessment in Chapter 3 explicitly says it "should not be interpreted as a property-specific risk determination, insurance rating tool, code compliance assessment, or substitute for an on-site wildfire home assessment." It models landscape, at a scale of about a thousand square miles. The plan also keeps the field assessments and the computer model deliberately separate, and says outright that deviations between the two are expected, because they measure different things at different resolutions.
There is no per-home tracking system. The plan's own implementation table lists "track projects, outcomes, and lessons learned" as only partially implemented, with the note that a "need remains for centralized, publicly accessible tracking system."
Put those together and the gap is clear. There is a good landscape model, there are good spot-check field assessments, and there is no mechanism that knows the current condition of the individual homes in a given neighborhood. Nobody is watching whether the juniper came out of the first five feet at a particular address, or whether the roof got replaced, or whether the deck is still combustible.
Which is where a neighborhood can actually move the number
The subfireshed score is an aggregate of conditions at individual properties. If the recurring finding is that defensible space gaps are Severe nearly everywhere, then the aggregate is describing a lot of individual yards, and individual yards are the thing residents can change.
A community that documents its homes, one by one, with dated records of roof condition, near-home clearance, vegetation, vents, decks and access, has built exactly the thing the plan says is missing. That is useful to the homeowners who own the records. It is also the kind of evidence a Firewise USA chapter, an HOA board, or a fire department community program can work from, because it describes current condition at specific addresses rather than modeled risk across a region.
None of that requires anyone to predict anything. It requires someone to look carefully and write down what is there.
