What Actually Bursts in a Texas Freeze, and What to Check in August

February 2021 produced about 510,000 insurance claims in Texas and roughly $11.2 billion in insured losses, most of it residential. Here is the physics of why a pipe bursts, why Texas houses are unusually exposed, and the freeze-readiness list worth doing in warm weather.

Nobody wants to think about freezing pipes in August. That is exactly why this is the right month for it.

Every item on the list below is a warm-weather job. Insulation sleeves, hose bib covers, sealing gaps around plumbing penetrations, finding and testing the main shutoff. Each one takes minutes on a Saturday in August and is nearly impossible to do well in December, in the dark, with a hard freeze in the forecast and every hardware store in the county out of pipe wrap.

Here is what actually happens when a pipe bursts, why Texas houses fail in a way northern houses do not, and what to check now.

What February 2021 actually cost

The Texas Department of Insurance activated its catastrophe statistical plan for the February 11 to 19, 2021 winter weather event and published the resulting data. Thirteen months out, as of March 31, 2022, reporting insurers had logged about 510,000 claims and expected to pay roughly $11.2 billion in insured Texas losses. Insurers reporting represented approximately 94 percent of the Texas property insurance market.

About 85 percent of those claims were on residential property policies: 380,532 on policies with replacement cost coverage and 53,603 on actual cash value policies. The average incurred residential claim was $17,578. Residential claims took an average of 56.6 days to close. Of all claims, 58.3 percent closed with a payment and 37.9 percent closed without one.

One thing that report does not contain, and that nobody should claim it does: a separate frozen-pipe count. TDI's scope covered losses caused by freezing including related water damage, plus ice, snow, wind, and power outage, all together.

Those are not storm-surge numbers or wildfire numbers. That is what water inside houses cost, in one week, in a state that mostly does not think of itself as having a freeze problem.

Why the pipe breaks where it does

The intuition most people carry is that ice expands and splits the pipe from the inside at the frozen spot. That is not what usually happens.

The Insurance Institute for Business and Home Safety publication "Freezing and Bursting Pipes," which draws on research by the Building Research Council at the University of Illinois, describes the actual sequence. An ice blockage forms somewhere in the run. Water keeps freezing onto that blockage. The water trapped between the growing blockage and a closed faucet has nowhere to go, and the pressure in that confined section climbs far beyond what the pipe was built to hold. IBHS puts it as plainly as it can be put:

If there is no excessive water pressure, there is no burst pipe, even if the water inside the pipe freezes.

And on where the failure shows up: "Usually the pipe bursts where little or no ice has formed."

Two consequences follow directly, and both are practical.

Opening a faucet relieves the pressure. A dripping fixture gives the trapped water somewhere to go. It is not about keeping water moving fast enough to resist freezing, which a drip cannot do. It is about not letting a sealed section pressurize. That is why the advice is to open the faucet, not to run it hard.

The break is often not where the ice is. People search for the frozen section, find it, thaw it, and then discover the split ten feet away in a wall. When you are looking for damage after a freeze, look at the whole run, not the coldest point.

On temperature, IBHS reports a "temperature alert threshold" of 20 degrees Fahrenheit for southern states, based on the University of Illinois field tests: for uninsulated pipes installed in an unconditioned attic, the onset of freezing occurred when the outside temperature fell to 20 degrees or below. A survey of 71 plumbers practicing in southern states agreed that burst-pipe problems started appearing when temperatures fell into the teens.

Two reasons the number is 20 rather than 32: an unheated space runs a few degrees warmer than outdoor air, and water supercools before ice actually forms. And IBHS is explicit that the threshold is not a floor. Pipes exposed to moving cold air through a crack in an outside wall, or with no insulation at all, can freeze above 20 degrees.

The Texas-specific problem: the attic

In cold-climate construction, water supply lines are kept inside the thermal envelope, because a builder in Minnesota who runs a supply line through an unconditioned attic will hear about it within one winter.

In much of Texas, plumbing runs through the attic. It is faster, it is cheaper, and for most of the life of most Texas houses it is completely fine. Then it is not.

The Texas Department of Insurance says this plainly in its own consumer guidance on preparing for a freeze: install wraps on exposed pipes, and "Start in the attic, where many Texas homeowners saw pipes freeze last winter."

The attic is worse than an ordinary cold space for three reasons that compound each other. It is unconditioned and vented, so its temperature tracks outside air closely. It is above the living space, so a rupture drains through every ceiling and wall below it before anyone notices. And it is the part of the house nobody goes into, so a slow post-thaw leak can run for a long time.

The other high-exposure locations in a Texas house, in rough order:

  • Exterior hose bibs and the short run of pipe behind them. The most common single failure, and the cheapest to prevent.
  • Pipes in exterior walls, especially on the north and west sides and behind cabinets that block room heat.
  • Garages and unconditioned utility rooms, particularly water heaters installed in the garage.
  • Crawl spaces and pier-and-beam underfloor runs, where cold air moves freely under the house.
  • Irrigation backflow preventers and pool equipment, which are above ground and fully exposed.

What your plumbing is made of matters

Not every material fails the same way, and the age of the house is a decent proxy for what is in the walls.

Polybutylene is the one worth knowing by name. Per InterNACHI, it was manufactured between 1978 and mid-1995 and installed in up to 10 million American homes in that window, and the class actions against its manufacturers reached payouts of about $1 billion. It is flexible, most commonly grey (though also white, silver, black, or blue), and usually stamped with the code PB2110. If your house was built or replumbed between the late 1970s and the mid-1990s, going into the attic with a flashlight to look for that stamp is a worthwhile afternoon. Polybutylene failures are not limited to freezes, but a freeze is an excellent way to find one.

PEX is the most freeze-tolerant of the common materials, and the Plastics Pipe Institute is precise about why. PEX is roughly 68 times less conductive than copper, which slows heat loss from the water inside it, and while copper tubing is about 180 times more rigid, PEX has elastic properties that let it expand with freezing water and return to its original diameter. PPI frames this as freeze-break resistance, not freeze-proofing, and its testing explicitly excludes fittings. Tolerant is not immune.

Copper splits under freeze pressure, and the split is often small enough to spray rather than gush, which means it can run behind drywall for a while before anyone notices.

Galvanized steel, if you have it, is a separate conversation: InterNACHI puts its useful life at roughly 20 to 30 years, and its internal corrosion is not visible from outside the pipe.

None of this changes what you should do. It changes how worried to be about a house of a given vintage, and it tells you what to photograph.

The August list

Everything here is a warm-weather job.

Insulate what is exposed. TDI's guidance is to wrap outdoor pipes and indoor pipes in unheated areas, naming the garage specifically. IBHS recommends sleeves as much as one to two inches thick. Start in the attic, work through the garage and crawl space, and get any exterior wall cavity you can reach. Sleeves cost a few dollars per length and take minutes to install.

Handle the outdoor faucets now, not in December. TDI's instruction is to remove water hoses and wrap outdoor pipes, and to drain or turn off lawn sprinkler systems. A connected garden hose keeps water sitting in the bib, which is the single most exposed few inches of plumbing on the house. Whatever you plan to use to protect them, buy it in August; that aisle is empty statewide the week of a forecast freeze.

Seal the drafts near plumbing. IBHS recommends caulking cracks and holes in outside walls near water pipes. Cold air moving directly across a pipe is what freezes it, and a sealed penetration is worth more than another wrap.

Find the main shutoff, and turn it. Locate it, confirm it actually operates, and make sure the valve is not seized from twenty years of never moving. Common locations are the perimeter wall where the service line enters, a garage or utility area, or the meter box near the street. Then tell everyone in the house where it is. TDI's instruction if pipes do freeze is direct: turn off the water at the shutoff valve, which "prevents broken pipes from leaking into your house after they thaw." In a burst-pipe event the whole outcome turns on how many minutes pass before somebody closes that valve.

Deal with the irrigation system and pool equipment. Insulate or drain the backflow preventer and above-ground lines. This is the item people skip.

Photograph all of it. The pipe runs in the attic, the insulation you installed, the covers on the hose bibs, the shutoff valve, the water heater data plate, the visible plumbing material. Date-stamped photographs of the plumbing in good condition are the only version of that record that can exist before a loss, and the freeze is not the moment you will be taking them.

When the freeze is actually in the forecast

IBHS recommends setting the thermostat to at least 55 degrees even when nobody is home, keeping cabinet doors with pipes inside open so warm air circulates, letting faucets drip during extreme cold, and temporarily closing crawl space vents. If you will be away longer than a week with sustained subfreezing temperatures forecast, IBHS suggests closing the main valve slowly and letting a couple of faucets on the lowest floor drain.

TDI adds a Texas detail worth following exactly: let faucets drip from both the cold and hot taps, and if you are leaving town before a freeze, turn the water off at the shutoff valve and leave the heat on.

Two more additions, both learned in 2021. Plan for the freeze and the power outage as one event, because in Texas they arrive together, and a house without heat freezes from the inside out. And know that "the pipes did not burst" is not the same as "nothing happened": inspect the attic and the ceilings below it after any hard freeze, whether or not you saw water.

What this has to do with condition

Freeze is not an exotic peril. The Insurance Information Institute, using ISO data, reports that about one in 60 insured homes has a property damage claim caused by water damage or freezing in a given year, with an average claim severity of $13,954 across 2018 through 2022. Over those five years the water damage and freezing category ran between roughly 20 and 29 percent of homeowners insurance losses annually.

And freeze exposure is a condition question more than a weather question. Two houses on the same street, in the same freeze, with the same forecast, fail differently based on where the pipes run, what they are made of, whether they are insulated, whether the penetrations are sealed, and whether anyone can find the shutoff.
