Flash Flood Alley: What the Flood Map Says, and the Water It Does Not Describe

The Lower Colorado River Authority calls the Hill Country Flash Flood Alley, and FEMA reports that 29 percent of flood insurance claims over the past decade came from outside high-risk zones. Here is how to read your flood zone, and how to read the water on your own lot.

There are two separate water questions about any house, and people routinely answer the first one and assume it settles the second.

The first is: what does the federal flood map say about this location. The second is: where does water actually go on this lot when it rains hard. They are different questions, they have different answers, and the second one causes more damage to more Central Texas homes than the first.

Why this region floods the way it does

The Lower Colorado River Authority calls the Texas Hill Country "Flash Flood Alley," and it is not marketing language. In LCRA's words, the region "has one of the greatest risks for flash floods in the United States," and the reason is geological rather than meteorological bad luck:

The region is prone to flash floods because of its steep terrain, shallow soil and unusually high rainfall rates.

LCRA describes the ground itself as "very thin topsoil" over "layers of fractured limestone and caliche, alternating with limestone bedrock." Their summary of what that produces is worth reading twice: "Steep terrain, shallow soils and intense rainfall can turn streams into torrents within minutes in Flash Flood Alley."

The rainfall records make the point better than any description. The National Weather Service records that the Weather Bureau station at Thrall measured 31.8 inches of rain in 12 hours and 38.2 inches in 24 hours ending the morning of September 10, 1921, in a storm that killed 215 people and remains the deadliest flood in Texas history. On May 31, 1935, near D'Hanis in Medina County, 22 to 24 inches fell in 2 hours and 45 minutes.

Water that lands on limestone with two inches of soil over it does not soak in. It runs. LCRA names the counties downstream that live with the consequence: Travis, Hays, Bastrop, Fayette, Colorado, Wharton and Matagorda.

Reading your flood zone

Flood zones come from FEMA's National Flood Hazard Layer, and you can look up any address for free at the FEMA Flood Map Service Center. The designations that matter:

  • Zone A. Subject to inundation by the 1 percent annual chance flood, mapped using base methodologies, typically without field-surveyed cross sections.
  • Zone AE. The same 1 percent annual chance flood, mapped using enhanced methodologies with field survey, and with a published Base Flood Elevation.
  • Zones V and VE. Coastal high-hazard Special Flood Hazard Areas with additional hazard from storm-induced wave action. Not relevant inland.
  • Zone X, shaded. Areas between the 1 percent and 0.2 percent annual chance flood events, sometimes called the 500-year floodplain. Also covers 1 percent areas with average depths under a foot, drainage areas under a square mile, and areas behind accredited levees.
  • Zone X, unshaded. Outside the Special Flood Hazard Area and above the 0.2 percent annual chance elevation. FEMA categorizes it as minimal flood risk.

Zones A, AE, V, and VE are Special Flood Hazard Areas, and if you have a federally backed mortgage on a property in one, flood insurance is generally required. That requirement is the reason most homeowners ever learn their zone at all.

FEMA's own map-reading tutorial makes the point about the name, in bold, because everyone gets it wrong:

A 100-year flood is not a flood that occurs every 100 years! In fact, the 100-year flood has a 26 percent chance of occurring during a 30-year period, the length of many mortgages.

Base Flood Elevation is the height floodwater is expected to reach in a base flood at that location. It is a number about the water, not about your house. To know how your house sits relative to it, you need an Elevation Certificate prepared by a licensed surveyor, which documents the elevation of your lowest floor against the BFE. Homeowners in AE zones who have never seen their Elevation Certificate are working with half the information.

What the map does not tell you

Here is the figure worth sitting with, from FEMA's own NFIP consumer site:

Over the past 10 years (2014 - 2024), nearly one-third of NFIP flood insurance claims (29%) came from areas located outside of current high-risk flood areas.

Twenty-nine percent. Nearly one claim in three, from outside the mapped high-risk zones. (An older FEMA fact sheet put the figure above 40 percent; 29 percent is the current published number, and it is the one to use.)

That is not an argument that the maps are wrong. It is a statement about what they are: a model of riverine and coastal flooding at a defined statistical threshold, drawn at a scale that cannot see your driveway. Being in unshaded Zone X means the modeled 1 percent and 0.2 percent floodplains do not reach you. It says nothing at all about the storm drain at the end of your street, the way your neighbor regraded their lot, or the fact that your garage slab sits four inches below the sidewalk.

FEMA's own language names the mechanism directly: unexpected flood events such as ponding or sewer backup happen in communities far from waterways, often because of new land use or development nearby. In a fast-growing metro, upstream development changes where water goes, and the map does not update the week the subdivision goes in.

Two more FEMA figures for scale, from its May 2023 "Everyone Needs Flood Insurance" fact sheet. Just one inch of water can cause roughly $25,000 of damage to a property. And between 2016 and 2022 the average FEMA disaster assistance grant was $3,000, while the NFIP paid an average claim of more than $66,000. Disaster assistance is not a substitute for coverage, and most of it arrives as a loan from the Small Business Administration that has to be repaid with interest.

The coverage detail that catches people

Standard homeowners policies generally do not cover flood. Flood coverage is a separate policy, usually through the National Flood Insurance Program or a private flood insurer.

There is typically a 30-day waiting period between buying an NFIP policy and its taking effect. There are narrow exceptions: no waiting period when the policy is purchased in connection with making, increasing, extending, or renewing a mortgage; a one-day wait if your property has just been mapped into a high-risk zone and you buy within 12 months of the map change; and a one-day wait when flooding is caused or worsened by wildfire on federal land and you buy within 60 days of containment.

The practical consequence is the one people learn the hard way: a homeowner who decides to buy flood coverage when a storm is already in the forecast has almost certainly missed the window for that storm.

Separately, water that backs up through a sewer or drain, or overflows from a sump, is generally excluded both from standard homeowners policies and from NFIP flood coverage, which covers rising surface water. Many insurers offer a water backup endorsement as an add-on. Which coverage applies to a given event turns on where the water came from, which is a large part of why documenting your drainage matters regardless of what policies you hold. Confirm your own policy terms with your agent or carrier; they are the only ones who can tell you what yours says.

The water that never touches a creek

Now the second question. Most residential water damage in Central Texas has nothing to do with a floodplain. It is roof water and surface water, mismanaged over years, arriving at the foundation.

The relevant standard is in the residential building code. IRC R401.3 requires lots to be graded so surface water drains away from foundation walls, with the grade falling a minimum of 6 inches within the first 10 feet. Where lot lines, walls, or slopes make that impossible, drains or swales have to do the job instead. Impervious surfaces within 10 feet of the foundation are to be sloped at least 2 percent away from the building.

That is the benchmark. Almost nobody measures against it, and grade changes over time: soil settles, beds get built up, a patio gets poured, mulch accumulates year over year until the bed sits above the slab.

The full list of what to look at:

  • Grade at the foundation, on all four sides. Does the ground fall away, or does it fall toward the house? Six inches over ten feet is a noticeable slope, not a subtle one.
  • Where each downspout discharges. Water carried off a whole roof plane and dropped at the corner of the slab is one of the most common and most fixable water problems on a residential property. The Department of Energy's Building America Solution Center guidance is that downspouts should terminate at least 5 feet from the foundation, or drain to an underground catchment at least 10 feet out. The residential code's roof drainage provision (IRC R801.3) requires a controlled method of disposal discharging at least 5 feet from foundation walls in areas with expansive or collapsible soils, which describes a great deal of Central Texas clay.
  • Gutter condition and slope. Clogged, disconnected, or back-pitched gutters put roof water where the downspouts were designed to prevent.
  • Beds and mulch depth against the wall. Beds built up above the slab line hold water against the foundation. This overlaps directly with the wildfire rule for the first five feet, which also wants that band clear and noncombustible.
  • Impervious additions. Patios, walks, driveway extensions, and slabs poured over the years change where water goes, and are usually the reason a house that never had a water problem suddenly does.
  • Low spots that hold after rain. Anywhere standing water remains hours after a storm is a place the grade is working against you.
  • Window wells, areaways, and below-grade entries. Small volumes of water do a lot of damage when they have a direct path inside.

The right time to look is during the storm

Everything above can be assessed on a dry day, and most of it is easier to see wet.

The single most useful drainage exercise available to a homeowner costs nothing: put on a raincoat during the next hard rain, walk the perimeter, and watch. Where is water sheeting? Where is it pooling? Which downspout is overwhelmed? Where does the driveway send it? Ten minutes in the rain tells you more about your lot than an hour of looking at a flood map.

Photograph it while it is happening, then photograph the same spots dry. That pair, wet and dry, dated, is a genuinely useful record. It shows both the condition and the behavior, and behavior is the part nobody can reconstruct later.

Building the record

Flood zone, base flood elevation, and elevation certificate are facts about your location that exist in public and private records. Grade, downspout discharge, gutter condition, low spots, and the way water actually moves are facts about your property that exist nowhere unless someone writes them down.
